Subject : Programme of activities in implementation of the Cultural Agreement (valif from 2008 to 2011))

Granting of scholarships offered by the Flemish Government to Latvian students (academic year: 2011-2012)

The International Relations Office of the Education and Training Department offers for the 2011-2012 academic year the following scholarships:


a) 1 long-term scholarships of 10 months for specialisation.

b) 9 months to do research. These months can be divided in periods of minimum 3 months at least

GENERAL CONDITIONS:


  • These scholarships are only valid for higher education institutions/programmes recognised by the Flemish Government (Education and Training Department)

  • Scholarships can be granted for study or research at universities, conservatories of music, or art academies, in the following fields: art, music, humanities, social and political sciendes, law, economics, sciences and medicine.




  • Applicants should be university graduates and apply for postgraduate or Ph.D. studies.

Candidates who obtained already a Ph.D. degree will not be considered for the scholarships as they cannot be enrolled as students in the Flemish higher education system.


  • Intending candidates must submit 2 sets (one original and one copy) of the application form (attached), along with the required attachments and they should clearly indicate for which higher education institution and/or programme they apply. If they have had earlier contacts with the institution concerned, it is advisable to add the coordinates of the staff member contacted (name, e-mail address etc.) to the application file.




  • Applicants have to add the necessary evidence of their outstanding academic background (diplomas and transcripts)



  • Candidates should be younger than 35 years of age at the start of their study visit to Flanders

These scholarships will be granted by the International Relations Office of the Education and Training Department, on receipt of confirmation of admission by the concerned university.



GENERAL CONDITIONS AND EXTRA INFORMATION OF THE FLEMISH GOVERNMENT REGARDING THE 10-MONTH POSTGRADUATE SCHOLARSHIP:

The accepted candidates will receive:

1 long-term scholarships of 10 months :
A) a monthly allowance of 840,00 EUR (including purchase of books or other didactic material)
VERY IMPORTANT INFORMATION:

Candidates are obliged to stay in Belgium during their studies.

So, they must register themselves in a Belgian city.

For the payment of the monthly allowances and the reimbursement of the Belgian medical expenses they must open an account IN BELGIUM (after your arrival).



A PERMANENT ADDRESS ABROAD AND USE OF A FOREIGN ACCOUNT ISN’T ALLOWED
Due to new rules and instructions valid since February 2010 our accountancing services had to change the system of the payments.
They need the following very important information :
a) Bankaccount ((IBAN-structure = BE + 14 numbers)

b) BIC code (this is the official code of the bank)


AND MOST IMPORTANT:
c) the "Identification number of the National (= BELGIAN) Register"
The candidates will receive this number after registration at the city authorities in Belgium, but attention: the whole procedure to get this "identification number of the National (= BELGIAN) Register" from the city authorities can take 1 to 3 months!

So, they have to take sufficient money FOR THE FIRST 3 MONTHS (to pay your rent, for the tuition fee ,to buy food, etc. etc.)
Meanwhile our accounting services have a temporary solution in which they can pay the candidates max. 3 months without this "Identification number of the National (= BELGIAN) Register".

For this procedure we need their Belgian address and account number.


B) (Partial) reimbursement of the tuition fee to be paid to a Flemish Government institute or to an institute subsidised by the Flemish Government, limited to a maximum amount that will be readjusted annually.

[ e.g.: for the current 2010-2011 academic year: up to a maximum of 564,30 EUR; for the 2011-2012 academic year: unknown at the moment].

If an applicant applies for a more expensive programme she/he has to cover the difference by herself/himself.

The tuition fee of these expensive (“Master-after-Master”)programmes can amount 1.050,00 EUR to 14.000,00 EUR.


The accepted candidates have to pay the full tuition fee first by themselves. Afterwards the valid maximum amount will be reimbursed to their Belgian account.

C) An extensive health and third party liability insurance in accordance with Belgian legislation.
IMPORTANT REMARK

These insurances are ONLY VALID IN BELGIUM.

So, we strongly recommend the candidates NOT TO CANCEL the insurances in the homeland.

Otherwise they will have serious financial problems in case of a visit abroad

(e.g.: if they leave Belgium :

a) to take part at a seminar/conference in the framework of their study program

or

b) to take some holidays to an other country or to the homeland.


GENERAL CONDITIONS AND EXTRA INFORMATION OF THE FLEMISH GOVERNMENT REGARDING THE RESEARCH SCHOLARSHIPS

(min. 3 / max. 9 months

The accepted candidates will receive:
6 months scientific research:
A) a monthly allowance of 800,00 EUR (including possible purchase of books or other didactic material)
VERY IMPORTANT INFORMATION:

Candidates are obliged to stay in Belgium during their studies.

So, they must register themselves in a Belgian city.

For the payment of the monthly allowances and the reimbursement of the Belgian medical expenses they must open an account IN BELGIUM (after your arrival).

EXTRA INFORMATION REGARDING A STAY OF MAXIMUM 3 MONTHS:

We recommend the candidates - who will stay maximum 3 months - to use the Belgian account of someone, who lives in Belgium.(relatives, friends, colleagues at the universities, professor, ....)
Due to the fact that :

a) their stay is limited to 3 months and

b) they are European citizens

the Belgian city authorities aren't obliged to hand over a Belgian ID-card with this Identification number
Otherwise our accounting services have a temporary solution in which they can pay the candidates max. 3 months without this "Identification number of the National (= BELGIAN) Register".

For this procedure we need their Belgian address and Belgian account number.

(Remark: candidates have to keep in mind it isn’t always easy to open an account for such a short period.)

B) (Partial) reimbursement of the tuition fee:

there is no reimbursement of tuition fee for this type of scholarships.
