7. Analysis, perspectives and expectations for the research programme
As noted above, our team has achieved worldwide recognition and is considered to be one of the leading groups in Europe in its field. Our research programme was evaluated as “top level” and as being of world class by a panel of international experts during the last national (VSNU) research assessment of Dutch universities. Furthermore, as recently (May 2005) stated in the Report of the International Committee to Evaluate the Tinbergen Institute: “Indeed the labor group is very strong with a very good reputation internationally and with a clear profile”. Since many years, “labor economics” has been a recognized point of gravity (zwaartepunt) in the research of the Faculty. In the projects described above, methodological research, economic knowledge, and practical applications go hand in hand, and we believe that this is a major strength of our research group.
The team has expanded and the quality of our publications (as measured by the status of the journals) has increased over time. The age profile is heavily skewed towards researchers aged under 45. The number of PhD students has also increased substantially over the past few years. We are expanding into new areas, getting access to new data, and improving our national and international visibility and impact. We are looking forward to the realization of our plans for the future.
In 2004, the University Board (CvB) started an initiative to develop a large scale facility for micro data, and it has contacted Gerard van den Berg and researchers from other departments about this. We hope that this plan will materialize in the next few years.
Farms and firms (1995-)
Programme Description:
The programme addresses four key issues in the economics of development:
constraints (e.g. through exposure to risk) on the ability of households in developing countries to escape from poverty through asset accumulation;
the potential for sustainable land use in areas with rapid population growth;
the economic implications of migration, both within developing countries and internationally, from developing to developed countries;
the scope for economic growth through industrial development;
the focus of the research programme is on microeconomic questions. Its approach is strongly empirical, using case studies or survey data for individual households or firms to test competing theories.

2. Strategy and Policy
The focus of the programme continues to be microeconomic and empirical. Work on three of the four issues listed in the programme description (sustainable land use, migration and industrial development) is well advanced and nearing completion, although there will be a publication (and dissertation) lag of several years. A strategic choice has been to invest heavily in micro-econometric research on risk in situations of imperfect financial markets. The use of structural dynamic models (estimated by simulation) has proved very fruitful with striking new results (not yet published) on the economics of vulnerability and on the effect of risk in rural societies on growth.
Two new issues have become prominent in the research programme: the statistical interpolation techniques used in “poverty mapping” and the use of econometric impact evaluation to assess the effectiveness of policy interventions in developing countries (e.g. conditional cash transfers to increase school enrolment). In both areas the group’s research is attracting the attention (and funding) of aid agencies. A methodological challenge is to extend impact evaluation from specific projects to the large heterogeneous sector programmes typical in development cooperation.
The number of dissertations (a concern of the external evaluation committee in 2002) has increased substantially, with five dissertations defended in 2001-2004 and another four expected to be completed in 2005. With a single professor the group cannot handle more PhD candidates and it has had to turn down a number of suitable candidates for this reason.


3. Academic Reputation
- the group has been successful in attracting NWO funding, notably for the research programme on Transnational Migration

- the Kinsey panel data set for Zimbabwe (in which the group has invested for many years) produced impressive evidence on the long-run effects of droughts on the development of children

- Marleen Dekker’s thesis on social security got the AIID/World Bank prize for the best thesis in development in The Netherlands

- Chris Elbers work on poverty mapping (including the 2003 Econometrica article, one of the key publications) has attracted enormous attention, leading to numerous applications in many countries

- the group’s work has high impact (a concern of the Jorgenson Committee). For example, Jan Willem Gunning’s work on African economies produced the highest Google Scholar top-5 score amongst the Tinbergen fellows.

- the group is considered as the best development economics team in the Netherlands and one of the best in Europe.
